Hello, every few games i have this issue where Healing Wave takes about 4-6 seconds after being cast to actually start. It is really frustrasting and its the only spell i have this issue with; every other spell works fine.

Its not only healing Wawe, this problem has every time when use Rhii Power…

As Frankenstejn mentioned, this is a known bug caused by a very specific scenario that involves the Rhii’s Power spell.
